  5. Background:  Federal Motor Carrier Safety Administration (FMCSA)
    The Federal Motor Carrier Safety Administration (FMCSA) is charged primarily with reducing crashes, injuries, and fatalities involving large trucks and buses on our nations’ roads.
  6. Overview:
    The selectee serves as Chief, Technology Division, and manages a wide variety of complex technical activities concerning identification, testing, and deployment of technologies that promote the safe operation of commercial motor vehicles (CMVs). The Division provides technical expertise to the FMCSA and its field staff, other agencies in the Department of Transportation, State enforcement agencies, the motor carrier industry, and the highway safety community. The selectee supervises a staff of transportation
    professionals responsible for the development of initiatives, projects, and programs that will result in the deployment of technology to improve safety, security and productivity of CMVs and their drivers.
  7. Primary Duties:
    • Plan, develop, manage, and evaluate a nationwide program for the deployment of technologies that will improve the safety, security, and productivity of the commercial motor vehicle (CMV) industry.
    • Serve in a key role within FMCSA and the U.S. Department of Transportation for interacting, communicating, and advising on a variety of public and private sector stakeholders in the application of commercial vehicle programs and technologies.
    • Prepare "roadmaps" and annual budgets relative to the technology program and supports decisions regarding strategic plans.  Provides immediate responses to questions submitted by senior officials, including those at the Office of Management and Budget as well as Congress.  Develops, maintains, and administers the annual technology spending plan based on approved budgets and reallocates funds among  program categories as deemed necessary and appropriate.
    • Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and the capabilities of employees.  Evaluates work performance of subordinates.

    This position is located in the Commercial Passenger Carrier Safety Division, Office of Enforcement and Program Delivery, Federal Motor Carrier Safety Administration (FMCSA).  The Commercial Passenger Carrier Safety Division is responsible for developing national policies on compliance and enforcement of the Federal Motor
    Carrier Safety Regulations on the interstate commercial passenger carrier industry.  It establishes operational procedures to improve the effectiveness of the Agency's existing commercial passenger carrier safety enforcement program.  The overall goal of the Division is to reduce fatalities and injuries resulting from commercial motor
    vehicle incidents and accidents on the nation's highways.  The program is designed to improve industry compliance with the Federal Motor Carrier Safety Regulations (FMCSRs) through accurate identification, monitoring and enforcement of carriers with demonstrated poor safety performance.
  4. Primary Duties:
    • Advising and guiding in the formulation of FMCSA regulations regarding the impact of all proposed regulations on the commercial passenger carrier programs.
    • Evaluating legislation to determine impact upon agency programs and resources and/or translating basic legislation into program goals, actions and services.
    • Assessing and improving qualitative and quantitative methods to ensure program effectiveness. 
    • Planning, conducting and analyzing results of the national passenger carrier compliance and enforcement program consistent with the Administration's strategic and business plans.  
    • Evaluating legislation to determine impact upon agency programs and resources and/or translating basic legislation into program goals, actions and services.
    • Developing and implementing the Division's passenger carrier safety and data quality management improvement  program and research projects.   
    • Communicating orally and in writing while representing the Agency in meetings with other Federal, State and local agencies, national associations and organizations, the public, regulated industry and trade associations by providing advice and guidance on the Passenger Carrier Enforcement and Compliance Programs.

  4. Overview:
    This position serves as a human resources specialist in the Office of Human Resources
    Management of the Federal Motor Carrier Safety Administration.  The human resources
    specialist is responsible for a variety of programs and projects relating to HR data and
    service quality initiatives, position classification management, compensation, staffing, recruitment, diversity policies, employee relations, and employee benefits
    programs.  The HR specialist ensures that programs are consonant with Federal Motor
    Carrier Safety Administration (FMCSA) policy objectives and overall objectives of
    the Department and Federal Government.  Provides advice and guidance to FMCSA
    management officials on all aspects of classification and staffing.

    Provide staffing and placement services to various organizational offices within  FMCSA.
    Implement and administer position classification programs within servicing organization by maintaining and ensuring HQ-wide position classification accuracy.
    Maintain current knowledge of Federal benefits, and advise employees on the full range of benefits matter.
    Perform other duties involving significant program areas as relating to human resources management such as national recruitment goals, diversity, affirmative    action, electronic systems, disability, and delegated examining.
    Serves as a consultant to program managers and advises on difficult and complex human resources issues.
    Advises management on the accepted principles and rules in analyzing  contentious and complex individual position and organization structure issues.
    Identify, evaluate, and recommend solutions to intricate and controversial
    personnel issues based on an in-depth knowledge of the total human resources
    management program.
    Lead or serve on process review teams related to human resources activities, and
    participate in the carrying out of quality initiatives.
    Represent HR in meetings and conferences.
